set as followings:

1. Research and manufacturing:

-         Self-satisfying the demand of all essential vaccines including polio, hepatitis B, Japanese encephalitis … for the National Expanded Program on Immunization with sufficient quantity and internationally standardized quality.

-         Researching and developing some new vaccines which still are not manufactured in Vietnam; applying new technologies in enhancing the quality of the vaccines produced by classic techniques such as rabies vaccine.

-         Manufacturing sufficiently essential biological products for diagnosis, prevention, and treatment for domestic demand.

2. Investing in manufacturing facilities and equipments:

-         Applying genetic engineering in detecting disease causes, producing vaccines and other biological products, and controlling product quality.

-         Applying IT in supervision and management.

3. Developing human resources

-         Ensuring training and re-training in-country and abroad; giving prominence to training young scientists in receiving, transferring and applying advanced technologies to produce vaccines and biologicals.

4. Strengthening scientific research

-         Emphasizing in applied research

-         Researching cell culture, immunological technologies, and genetic engineering applied in developing new vaccines, biologicals for early, efficient and reliable diagnosis.

5. International cooperation

-         Developing international cooperation in training, scientific research, investment, consultancy, joint venture, and mobilizing capitals.

6. Health education activities

-         Using all possible means including mass media to raise awareness of the public about health education, hygiene, and disease prevention.
